The author of the cartoon seems not to have understood Stephen Potter's wonderful books. The term originates from Stephen Potter's 1947 book, "Gamesmanship: The Art of Winning Games Without Actually Cheating".
Of course , I'm not a golf expert, so I don't know if deliberately distracting an opponent actuall is cheating.
